Working in Congress: The Staff Perspective

Overview

This report documents for the first time how congressional staff view the work environment of Congress — what they find rewarding and frustrating about their jobs. It was based on an extensive survey completed by 1,400 congressional staff and a series of focus groups and interviews with present and former staff.

The report includes data and discussions on the following:

  • what staff like about their jobs;
  • stress, workload, and work schedules on the Hill;
  • the management of congressional offices;
  • staff turnover; and
  • staff training and professional development.

The report concludes with staff-supported recommendations for improving the internal operational issues of Congress highlighted in the study.

Quotes from focus groups and interviews with staff are included throughout the text of the report.
